About KPBB

KPBB, is an NGO with a mission to achieve net zero emission (emission neutrality for sustainability vision), such as to improve urban air quality and implement net-zero emission development/industry, as an effort to realize its vision of clean air, net-zero emission activities, and a livable environment.

To achieve this mission, KPBB conducts advocacy activities to improve fuel quality, promote net-zero emission vehicle/industry technology, encourage the implementation of traffic/transportation management, especially non-motorized vehicles (walking and cycling) and mass public transportation, implement emission standards, and enforce the law.

Strategic Agenda & Focus Areas

Our Approach

Meanwhile, our strategic agenda includes: research and studies, policy analysis/formulation, policy dialogue, public education, and influencing laws and regulations. Since 1996, this advocacy group has taken action/activities to achieve its goals. Activities have been implemented related to policy reform advocacy, such as policy dialogues among various stakeholders, pursues legal action, and formulates draft policies.

Public Campaign & Engagement

Campaign activities such as material distribution, media campaigns, talk shows, press conferences, long march demonstrations, and/or competitions are conducted to garner public support for improving fuel quality, particularly for the nationwide phase-out of leaded gasoline. KPBB consistently engages stakeholders from government, civil society, and the private sector in carrying out its mission through collaboration, cooperation, synergy, and other actions.

Youth Empowerment & Evaluation

Youth Empowerment on Afforestation: Mangrove research/studies, public campaigns/education, policy analysis and dialogue, and legal efforts; to accelerate the development and implementation of net-zero emission industries throughout Indonesia. At the completion of each program phase, KPBB continuously monitors and evaluates results to ensure that efforts and/or policy reforms are implemented.

Communications & Public Education

To support its activities, KPBB develops a communications strategy and implements it as a robust public campaign related to the dissemination of data and information on emissions inventories and assessments of their impacts on the environment and human health; conducts public education and training for youth and women, students, government officials, parliamentarians, the private sector, etc.; conducts Public Campaign: net-Zero Emission Vehicle.

Kong Ha Award 2010

Winner of the 2010 Kong Ha Award for Excellence in Air Quality Management from the Clean Air Initiative for Asian Cities (CAI-Asia Center) on November 9, 2010, in Singapore.

Metro Figure Award 2016

An award presented by Tempo Group for beneficial contributions to urban development in the context of the Car-Free Day initiative.

Car Free Day Pioneer Initiator of Jakarta Car Free Day together with others NGOs, a role model for CFD in others cities, national-globaly. Initiating the Car Free Day (2001/2002), which was subsequently adopted by Jakarta (2005), other municipal governments, and the central government.

Net-Zero Grand Design Grand Design for Net-Zero Emission Vehicles within the 2025-2029 National Medium-Term Development Plan (RPJMN).

Carbon Emission Standards Initiation and advocacy of motor vehicle carbon emission standards as the basis for implementing a feebate/rebate fiscal policy (2024-2025).

Air Pollutant Inventory Air pollutant emission inventory (2023). Translating air quality data into accessible, relatable messages and disseminating them via various media.

EV Adoption Advocacy Advocacy for accelerating the adoption of electric vehicles as a means to implement net-zero emission vehicles (2022). Creating a catalyst by designating two-wheeled electric vehicles as a flagship program (2022-2023).

EV Fiscal Policies & E-Buses Advocacy for fiscal policies providing incentives for net-zero emission vehicles (2022-2023). E-buses for TransJakarta (policy dialogue in 2016; pilot testing in 2019; adoption of 100 units by 2023).

Legislative Processes for BEV Policy dialogue and legislative processes for Battery Electric Vehicle (BEV) adoption, resulting in the issuance of Presidential Regulation No. 55/2019.

Citizen Lawsuit on Air Pollution Initiated and supported a citizen lawsuit regarding the implementation of air pollution control policies in Jabodetabek (2019-2023). Succeeded at Central Jakarta District Court (2021), Jakarta High Court (2023), and Supreme Court (2023).

Vehicle Emission Standards Vehicle emission standards based on Euro 4/IV (2017) and Euro 3 (for motorcycles in 2013). Policy reform on vehicle standards (2003): Indonesia adopted Euro 2 in 2007.

Fuel Economy Standards Fuel Economy Standards/Low-Carbon Vehicle Standards in Indonesia (Government Regulation No. 41/2013 and Presidential Decree No. 22/2017).

CNG Pricing & BRT Concept Policy reform on CNG pricing and quota allocation for Trans Jakarta (2010). Initiating the bus lane - BRT - concept which was later adopted as the "Busway" system (2000-2004).

Hazardous Waste Remediation Cleanup/remediation model to address sites contaminated by hazardous waste from Used Lead-Acid Battery (ULAB) recycling (in-situ encapsulation) in Cinangka Village (2013-2014).

Air Pollution Regulation & Monitoring Jakarta enacted Regional Regulation No. 2/2005 on Air Pollution Control. Air pollution control and monitoring program (1996 - present). Establishing mandatory motor vehicle inspection (2005).

Phasing out Leaded Gasoline Phasing out leaded gasoline (2001 for Jakarta; 2006 for the rest of Indonesia). Providing effective analysis of justification for policy reforms.

Network Development Development of a CSOs network focused on urban environmental and "brown agenda" issues. Formed "Clean Emission Partnership" (Mitra Emisi Bersih) in 2002.
